belonging.General PurposeThe position is responsible for functional
oversight of the day-to-day operations of the long-term load
forecasting group, load research group, and diversity, equity and
inclusion data collection efforts, which have a significant impact
on rate recovery and long-term resource planning. . Responsible for
selecting, coaching, and developing employees and Implements and
supports Company programs and policies. Usually responsible for
establishment and adherence to department budget.Responsibilities
of this position include the following: Load Forecast
ResponsibilitiesManage delivery of customer energy and demand
forecasts for use in regulatory filings, long-term Integrated
Resource Planning, Company business planning, and daily system
operations. Manage the team responsible for development and
maintenance of models used for forecasting and analysis of customer
behavior and effect of regulatory programs impacting energy demand.
Manage projects and initiatives.Collaborate with internal
stakeholder groups to understand the effect of various forecast
inputs, including large industrial and commercial customer energy
use, demand side management, and distributed generation. Show
leadership and communicate with other departments, including
customer service, accounting and tax, which influence customer
class determinations that can have material impacts on the
Company's load forecast. Exhibit high-quality written and verbal
skills and ability to summarize key drivers, changes and risks to
audiences including senior management, major stakeholders and
expert consultants in Integrated Resource Planning and rate case
activity. Provide monthly presentations to senior management that
are efficient and helpful to address significant issues, trends and
strategic actions.Develop and present expert witness testimony and
exhibits in support of regulatory filings. Provide support through
data request responses and adequate oversight and review of all
regulatory materials to ensure accuracy. Show technical aptitude in
econometric forecasting, with leadership, critical thinking and
communication to deliver a load forecast in a timely and accurate
manner. Interpret technical jargon and translate it into simple,
understandable terms with good insight in order to put highly
technical issues into transparent terms that senior management can
use to make sound decisions.Lead the functional team; direct
day-to-day activities, and provide guidance and
recommendations.Select, coach, and develop employees.Review and
evaluate employee performance and prepare annual reviews. Load
Research ResponsibilitiesManage load research staff in support of
regulatory filings for general rate cases, export credit
proceedings and miscellaneous projects requiring profile meter
data.Ensure statistical rigor of sample design.Manage the
processing of customer class loads for regulatory filings.Act as
expert on maintaining integrity of metered interval load
data.Oversee transition of load research sample design from
traditional load research metering to Advanced Metering
Infrastructure.Diversity, Equity and Inclusion Data
CollectionManage data collection efforts in support of diversity,
equity and inclusion mandates stemming from clean energy
legislation.Manage research activities, analyses, and reporting for
PacifiCorp's ongoing compliance with Washington's Clean Energy
Transformation Act (CETA), Oregon's HB 2021, and any forthcoming
customer equity-related regulations in other PacifiCorp
jurisdictions.Provide thought leadership on best practices,
emerging trends, and creative thinking on developing and
establishing metrics for measuring effectiveness of Company's
diversity, equity, and inclusion strategies.Lead data synthesis,
analysis, tracking, reporting, and visualization by:Defining all
customer equity metrics, frameworks, and objectives and key results
for equity-related goals.Gathering, analyzing, and auditing
customer equity metrics.Building and maintaining a tracking
database and reporting dashboard for customer equity
metrics.Responding to internal and external data requests, posting
materials for regulators' and/or the public's review, as needed.
Report complex information in simple terms and communicate to
internal and to external stakeholders.Author relevant sections of
formal clean energy plans and other equity related
filings.Coordinate efforts across internal SMEs and owning
deliverables that comply with regulation.Provide two-way
communications with internal teams to both gather inputs and
socialize actionable conclusions and recommendationsManage
associated vendor and software contracts and oversee their work
delivery.Requirements for this position include the following:
Bachelor's degree in Economics, Statistics, Mathematics, Business,
Engineering, Finance or a related field; or the equivalent
combination of education and experience.A minimum of seven years of
regulatory experience in one or more of the following technical
areas: econometric forecasting, revenue requirement preparation,
production cost simulation modeling, cost of service analysis, or
pricing analysis.A minimum of three years of managerial or
supervisory experience.Strong leadership skills and the ability to
work with all levels of an organization including people with
different styles and backgrounds; ability to work both
independently and as a member of a team; ability to manage and
motivate employees. Thorough understanding of utility economics,
econometrics, as well as utility commission rules and regulations.
Detailed understanding on technical areas of responsibility and
general familiarity of the fundamentals of load forecasting,
revenue requirement, interstate allocations, net power costs, class
cost of service and rate design. Ability to communicate calmly
while under pressure. Strong communication and interpersonal skills
including ability to consult with internal and external
